I purchased these 30/7.5 uF GE oil filled motor run caps. Surplus Center - 30 /7.5 MFD 440 VAC OVAL DUAL RATED RUN CAPACITOR
There are three terminals. one marked "Fan" and one marked "Therm"
I assume I can use both sections, right?

Yes. You can generally run them either separately or in parallel, with a common terminal usually used as 'ground', although in all the ones I've seen, the case is insulated, so even more connection options are available.

These are air conditioner/de-humidifier capacitors. And yes, you can use both sections either in parallel to get 37.5 uFD, or separately providing the common will be the same (ground) for each.
