RE05,6 are to ground from tone amplifier input pins 2,5 of IC QE01 (NJM5532).
These E series parts would all be located on PE01, the Tone Driver board but the resistors are only shown on the PCB copper side diagram. As you say, they are not in the parts list or shown on the schematic.
Unless you have access to an original SC80 preamp that shows otherwise, it seems this board was also used for other models which required the resistors. In fact, there are unused pads on other boards too, which supports this. This model obviously doesn't need these resistors or there is a systematic error. I suspect the only error is to have neglected to edit the PE01 diagram for this model.
RE01,2 possibly were adequate to ground reference pins 2,5.

I should have mentioned the resistors would set the gain here and this may have needed to vary from model to model.
