This looks like the heatsink they use 1pcs Aluminum E Heatsink FOR Amplifier 300MM×115MM×50MM | eBay

My guesstimate is only .7C/w. Too far above the required .25.

I think your are a little bit pessimiste : The heatsink describde above is quite in the range of Fisher Electronik (Well known and serious Heatsink compagny) SK56/100/SA . This is rate at 0.4C/W. The SK56/100 as the same number of fine +2, same substrate thickness (10mm) but is 1.5cm shorter in length (100 V/S 115mm) and fines are 1 cm smaller in length( total thickness 40 V/S 50mm). If we compare both may the ebay one could be rate at min 0.4C/W perhaps 0.35C/W so half number you estimate.

The SK56-200 comes close to the required 0.25 at 0.3C/W. I'm assuming that would do. SK 56/ 200 SA - FISCHER ELEKTRONIK - HEAT SINK,ALUM. EXTRUDED,0.3K | Farnell UK
