It is a 8 in (20cm) woofer (sub) with rubber surround coming from table sub (20 X 20 in X13in) , but no name , nothing , and it's not a diy project looking for woofer manufacturer's name

Yes very Gefco-esq looking. GEFCO, OEM'd for about everyone and I think you are going to be hard pressed to find T/S paramters on those.
However you can source test software for not much $$ and reverse engineer. Classic was the Dayton "Woofer Tester". Which consisted of not much more than a USB patch cord, a calibration resistor and a software download.
With data in hand doing box and crossover design is pretty straight forward.
That doesn't guarantee a ready for market product, but it's certainly the fast track to getting something workable from something unknown.
