I don't know why it is dark inside the circle, but I think it is similar with the view in the Bruce Wilis' Armageddon, so may be this phenomenon is well known to Astronomists. Why is this??
The halo is caused by moisture in the air refracting the light, similar to a prism. At least, that's what I remember from my optics class 5 years ago.

And yes, it is a halo. From the reading provided by pinkmouse, it is said that this phenomenon happend once or twice a week. But I'm sure that it is not the case in Jakarta. Here we have pollution, a slightly diferent phenomenon 😉

It sure is a halo, We get this kind of thing in Australia all of the time, its normally ice crystals or moisture in the upper atmosphere, typical for humid places around the globe.
On that note i hope you didnt use your eye to take the pic through the veiw finder.
