Has anyone taken the challenge to design 600R LCR EQ circuits for R2R tape playback, and included trimmers for LF and HF as is the standard on stock electronics on pro machines?
I have plans to build a tape repro amp with 600R LCR EQ supporting IEC and NAB at 7.5IPS and 15IPS.

Why is it considered a "challenge" to do something the wrong way? I guess it does make it harder to get acceptable results, so in that sense it is a challenge.
It's been done but I have no idea if the results were "published". "Boxing" the larger components could present a hum problem.

1.8H/4H inductor, everything else similar to 1st. (3180/318) T-filter of the RIAA LCR.
Just keep in mind that compared to RIAA you will need at 1khz +6dB for NIB and over +12dB for IEC (12 dB, if you ok with -3dB at 25 Hz)
Honestly, I'm sure that the right thing to do.
