Amp draws 200mA and show "E-03"
Cant find any shorted parts.

Soldering a wire jumper across R192 should disable the over-current circuit. If there is no real over-current fault, the amp should produce audio. If there is a true over-current fault, doing this could be risky.
Done that. Still have the same error, draws the same amount of current.
I checked voltage on base("input") of the Q79, its pulsating from 3,3v to about 14v.

Powered up through 2ohm resistor, jumper wire still soldered.

There appears to be at least 2 over-current circuits. One is in the audio circuit (already disabled). The other in the power supply. Have you tried disabling that one?
I'm not sure because the voltages on the diagram are conflicting. I'd try shorting across D 44 but I don't know if that will work. If it does, it could allow excessive current draw so take all necessary precautions.
Nothing. I am starting to feel that it might be the processor. There are marks, that processor had operated in higher temperatures, board and traces around it are discolored.
I have stable 4.8V on reset and fan2. Power-ON is pulsating from 0.1 to 4.8. D-POWER is also pulsating from 0 to 4.8V. VDD0 is stable 4.8V. 5V-SW 0.0V
Power supply - 14.4v, drawing 200mA, processor is a little bit warm, i can feel with finger upper skin.

It's rare for the processor to fail but if it's hot and the leads are discolored, the one in that amp may have failed.
