Kali + i2s over hdmi

I bought Kali recently to enhance the rpi i2s quality. Generally Kali does very good job and just one problem i cannot solve.

I use Rpi4 with Volumio (latest version which support rpi4) + kali (44.1/48 version). On this setup whenever it play 16bit 44.1mhz file, the DAC cannot lock the signal and I heard noise from the speakers.

But it works perfect of DSD or 24/96 files.

If I up-sample rate to 24 or 32 bit on the Volumio OS and play 16/44.1 files, the DAC could lock the signal and can heard the music from the speakers.

What i tried:
I tried install other OS- Moode but it behave same as Volumio.
I tried rpi3 instead of 4, but it behave same.
I tried other i2s over HDMI board, it also behave same.

PS: I have another CAS system rpi3 + i2s over hdmi board which works perfect. So i pretty sure the i2s board is works and the pin of the hdmi cable are correct.

Anyone come across same issue? any suggestion ? will the Kali board come with this bug or even that is a fault unit?
