Poking around some more there is a Hong Kong capacitor company called Suntan that makes a film capacitor that looks the same and with the same marking but has the full Suntan name on it.
The numbers are a common voltage / capacity mark, and at least they put their name / mark on it, unlike big time fakers.
They cost about 10 cents or so here.

The markings simply mean 400V 330nF 10%, nothing propriety other than the S logo
