Inexpensive Line Array for PA use?

An elderly friend of mine (who has never used a computer!) wants to build a line array for speech reinforcement at his mosque. Budget will be very limited. I was thinking, maybe a bunch of these HiVi BS3s or something similar... Has anyone built something like this? Links?

If for speech reinforcement, I'd find the cheapest 3" or 4" 2W drivers I could get my hands on. I'd get 5 for about the same price as 1 of those HiVi.
