i need about 10-20 audio channel in one computer.
i think multiplexer is needed for this job.
but at first i don't know use a sound card or usb port for my output.
or may need to design a external circuit?

for phone things there are servers like asterix, maybe this can be done just using ip devices or so... worth a look
If you can afford that many phone lines, can't you just buy an appropriate box to do that? There must be plenty of used or surplus office phone systems that include features like voicemail.
Buying 10 to 20 phone answering machines wouldn't cost much. 10 to 20 obsolete PCs would cost nothing, apart from the space and power and cooling. Voicemodems should cost next to nothing. Network them, and it shouldn't be hard to update the outgoing message on them all at once.
