How do build a DIY drill press?

I know nothing about mechanical engineering, but im looking to learn. I want to build a automatic button activated drill press with a dremal.

I have an idea on how to attach the drill base to a 2 rod base and make it perfect level, how engineering wise, how are drill pressed in a stable position above the PCB and mechanically moved up and down? Belts are gears? And simple diagram on how this is usually done mechanically?
 
I'm not sure what you mean by "automatic button activated drill press", and unless you have access to a precision mill, lathe and (ironically) a drill press, it will be difficult to build anything accurate enough to be usable for PCB drilling. I recommend you just find a good deal on E-bay or Craig's List, and purchase a decent quality drill press and be done with it. I own a 12 inch Ryobi drill press with a 1/2 inch chuck that works well for PCB's or just about anything else I've used it for. If I remember correctly it was about $150 at Home Depot. You'll probably spend nearly that much building your own and end up with something no better than you could just buy.
