I pulled out my 199C from stoarge after 20 years (pretty much new condition). Battery was bust, put in new OEM battery.
Scope powers up and all menus selections work. But no signal detected from scope or meter inputs.
Any ideas on where to go? I did spend a bunch of time on the internet with no luck.

I don't know how similar they are, but I recently gave away my old Fluke 123 scopemeter because it was unable to detect low voltage signals. Have you tried displaying high voltage signals, sich as power amplifier outputs?
My solution was to give mine away. Some pretty nice newer O-scopes can be found for a few hundred $$$.

Check the supplies in input section, how the signals are handled.
Find the service manual.
But electronics do fail just sitting there, particularly with a failing battery.

Check for hot ICs, and corroded wires / connectors, all flat cables need checking.
