I am trying to build a 3-way standmounted speaker and I have very little if any woodworking skills. Does anyone happen to know a speaker cabinet maker in Houston, Texas area? I looked at the cabinet design and there is no way my woodworking skills or the tools I have, do the job right. Any suggestions will be greatly appreciated.

Try a carpenter / furniture maker workshop.
You can make them cut the panels and You finish them at home.

Ask Frys of Houston for advice ,plenty of car speaker enclosure makers in Houston but cant find an actual loudspeaker enclosure maker.
You do realize hi-fi speaker cabinet design is very technical due to resonances etc and guys with university degrees design them ?
If you are using a thought out design from a book /online etc you need to stick precisely to it including the sound absorption material if they are going to sound even passable.
This isn't a case of --buy a good woofer and tweeter and install, cabinet design is an art in itself I have books on it by now defunct UK loudspeaker makers .

This is great advice. I did call around and one guy who is a customer cabinet maker backed out saying this is out of his league. The speaker I'm trying to build is here: AudioTechnology-3WC
Spoke to someone else and he is asking for $4500 to build this monitor speaker cabinet. I do not have the tools or the woodworking skills to do this. I am assuming people do not spend this kinda money for DIY speaker cabinets, which might eventually sound awful and secondly you will never be able to sell. I was expecting more like in the $1000 range. I'll call around...but if anyone knows someone locally in Houston..please let me know.

That's why folk DIY!
Most start with a simpler design and build up as their skills improve.
Some speakers kits are available with pre-cut panels.
Example -

Or if building a box with straight, not mitred corner joints then your local timber supplier can cut the panels on their panel saw.
Jitters your link has its safety certificate expired on -January- 2012 and I was advised not to proceed .

As a person who built a lot of speaker boxes in super tiny (5x10 feet) workshop price around $1-$1.2k sounds more than fair. In a normally sized workshop this is a day of work and about $200+ in materials, if person had experience with speaker boxes. But I feel your pain. When I moved to Canada over 20 years ago I tried to find somebody who can build me some boxes with no much luck. Two problems: asking price, similar to your example, and most serious one - bad quality standards, which are probably OK for some inexpensive kitchen cabinets but absolutely not acceptable for a speaker cabinet. Appears to be asking for a 0.3-0.4mm gap in routed recces for the speaker driver and overall precision no greater than 0.5mm scared most of the woodworkers at the time.
You can conquer first problem, by finding somebody who actually knows how to build speakers, but the second problem is a real "sandy beach" 🙂 Fortunately I had serious woodworking experience so building a woodworking workshop a matter to convince my wife I really need one.

Are you stuck on that particular design of speaker/cabinet? It's a bit fancy-dancy and that's maybe why he quoted so high. Like others have said, there are many really good kits that, with care can be built by a person with limited skills. You do need somewhere to assemble of course but this is how a lot of us got started. You won't have to machine cutouts or prepare joints as it's already done for you.
