I bought a marantz cd330 off a seller on craigslist. He said its likely the belts just need replacing. After opening it up I found two completely melted belts where the dual flywheels are. I replaced those belts as well as the ones on the top in the tape transport.
After testing, it seems the bottom flywheels are moving but not the top wheels. Only does pressing rewind seem to get anything moving. This is without the top on. Here are pics for reference.

When you press play, the idler North Eat of the capstan is pulled in and drives the take up spool. I suspect the rubber is slippery. Try cleaning the idler and other parts with isopropyl and a clean cotton bud.
What is the idler/north eat? When I press play, the pinch roller doesn't move far enough...it doesn't touch the tape and hence nothing happens.
Maybe he meant northeast? (As in compass point)
Anyway it is likely there is congealed grease on a lot of the linkages that are preventing them from moving, and you will to carefully clean and relubricate them.
