I am looking for free software which can do half-sine wave measurements like in the document http://www.myro.de/piw-en.pdf

Hi, interesting link & info 🙂
You could use Freeware software, for eg, Audacity Or Wavosaur, to make it/them.
As an example, i made this 1kHz 16 Bit Positive Half Sine Wave.WAV file for you using Wavosaur. It's actually a pulse.
I loaded a 1kHz 5 second .16 Bit WAV file & selected Just one cycle, then copy/pasted it to a new window/file. I then selected Only the Positive parts of the wave, & then used Trim/Crop to eliminate the Negative portions. I then saved this as a new .WAV to my desktop.
When you play it you'll realise it's Very short, but that's how it's supposed to be. Looping it enables you to hear what it sounds like repeated over & over. But that's not what it's designed for.
You could convert my .WAV to other frequencies for testing, or make your own.
Let me know how you get on.

Thank you for the answer.
Someone gave me the link to site Professional Online Audio Frequency Signal Generator
Creating a half sine pulse by this site is faster than by the software.
