If by "top plate" you mean the top mica, it is there to keep any getter flash from being deposited on the mica supporting the tube structure (the "cage"). This is usually only done on premium tubes. These GE 5814A tubes look totally correct.

I am not a tube expert so please forgive but I thought the top mica was there to strengthen the tube against microphonics.
The top mica is pretty flimsy, although it does stiffen things up a bit. The main thing in these tubes that reduce microphonics and make the tube more rugged are the doubled-up micas at the top and bottom of the cage. These help grip the cathode, grid, and plate more securely.
