Nope, but he has assembled a lot of "stuff" on his site. We have several real physicists with us, maybe one of them will take a look.
It seems lately chapters are available only if you have to pay $25.

Rule of thumb: if the stuff isn't published in a peer-reviewed journal, is written by someone with no scholarly or publication record in the field, makes grandiose claims, contains equations and theories that the author has named after himself (hyphenating his name with Copernicus!), and you have to pay $25 to see a self-published version, it's probably just crank stuff.

Arp's problem was that he couldn't give up his pet theory even after the evidence overwhelmingly refuted it. That's a great pity, but sadly all too common with increasing age and prominence. Alfven is another sad example of that.
