So I was thinking of safety features for my tube amp. B+ (plate) HT is 1.5k VDC , and max current is 295ma - can I use a 300ma RCD on the plate HT to help with safety?

It has current sensors which are exiting electromagnet coil. If the error current enough large, the electromagnet pulls, and break the connection/s/.
With DC it's inoperable.
BTW no such devices generally available for magnitude of kV.
