In this part search , the two have identical part numbers but for the final three places in each, one ending FCT00 and the other FC100. The data sheet appears to make the two identical yet the unit price for the second is 3X greater. 'Anybody see why?
It would surprise me if the manufacturer charged DigiKey in that multiple for the packaging difference (1,000 per box vs 5,000 per box), but that's the difference.
C1 vs. CT packaging per the datasheet.

The FC variant seems to be from stock that came in 1,000 unit boxes. The FCT is from stock that came in 5,000 unit boxes. Thus the base cost is higher on the FC variant.
Agree with disfunctional, let digikey cut the quantity instead of Vishay. Although Vishay insists you still buy at least 1000 of them. Vishay looks like they only really want to sell you 5000 minimum. Pretty crazy really, digi will sell you qty 1 from a box of 5000(10c) for less than Vishay will sell you a box of 1000. (19c)
Digikey just buys the 5k box or reel from Vishay and pieces it out as a service.
Of course Vishay doesn't sell resistors in small quantities, that's a distributor's function,
if they can make money that way.

Just a guess - the 1,000 unit boxes are older stock and Vishay moved to 5,000 unit boxes. And I'd venture that the price will increase on the next order of 5,000 due to tariffs.
Each line item costs a distributor a certain amount to pull and process.
The larger the quantity of the individual line item ordered, the less it costs them to pull and process each piece.
Then they can lower the price per piece for larger quantities, and pass some of the reduced cost on to the customer.
Of course, buying an entire reel of a part will always cost less per piece, and an even larger reel will cost even less per piece.

Check other sellers also for this information.
Some cover the cheap parts in free delivery etc.
And see military surplus sellers, sometimes you find bargains as packs of mixed assorted values. Those parts are generally better quality in material and tolerance, and you can say whatever you made is military grade.
The practical aspect is that it takes 15 minutes for a worker to get your parts, count, pack in bag, stick label, and put in shipping carton, for each part order, maybe less with automation.
The minimum wage would be $20 per hour for such a low skill worker, so that adds $5 to the per part bag process cost.
The seller will recover that cost from you...
Do stock up, SMD is making through hole parts out of production.
1/8 watt resistors are about 0.25 Rupees, less than 1/3 US cent, here in bulk, about 1 Rupee in single pieces.

That price above is for ordinary carbon, metal film are about 5 Rupees and up....about $0.10 US for a half watt metal film in retail (single to ten) quantities.
I'm not so sure. Digi shows both as available. Neither is marked discontinued or even not for new designs. I really think Vishay must have some customers that want direct from them in qty of 1000, and Vishay is charging for splitting the 5K into 1K. And kind of makes sense, digi is in the biz of cutting a few and shipping, Vishay is in the biz of making a large qty and putting them all in a box. I've often wondered just how automated is Digi. I don't think I could make any money at all putting a couple resistors in a package and slapping a label on it even if the resistors were free at the prices they charge. And kudo's to digi, even if you burrow down into the 1000 qty page, they show alternate pkg'ing from the less expensive 5K box to clearly show there is a less expensive option.Just a guess - the 1,000 unit boxes are older stock and Vishay moved to 5,000 unit boxes.
