Everything seems to be working but I'm not getting any signal for some reason. All I see on the source of the lowside is a 2.12khz squarewave no matter what the input signal.
Do you have signal at:
The input to the driver board?
The output of the TL072?
The output of the LM211?

If you're driving a signal into the amp and have no FETs in it, you should see that signal at the input terminal of the driver board. Check all posts and switches. Find the reason that the signal isn't making it from the RCAs to the driver board.
I figured out the issue with the signal.
The amp now fires up and everything seems to be working bur when I let off of the remote I instantly have 10.5v on the drain of the lowside and the gate and source of the highside. It goes from a few mv to 10.5v
This is without the driver card in.

Measuring DCV across the gate and source of the high-side FET with your multimeter, while monitoring the voltage with your scope on the low-side drain, do you ever read more than a fraction of a volt on the meter?
With the meter across the gate and source of the high-side FET, do you still see the 10v DC on the drain of the low-side FET?

FETs still out of the circuit?
If you load the drain of the low-side FETs, does it prevent the 10v from building? Start with a light load, like a 1k resistor.

Yes the fets are out.
Something interesting I noticed is that it happens with just the remote and ground hooked up it just jumps from .1mv to 600mv but it does change.
To load it put a 1k resistor between the lowside drain and what?

Speaker negative if this isn't a bridged (H-bridge, full bridge) configuration.
If it is, to a secondary ground.
If it is, to a secondary ground.
Try lower values.
