My buddy told me this amp plays audio but it is not loud at all..
I checked the amp for rail to Rail oscillation But there isnt any...
Any ideas on what to check ?

I know this sound simple, but it can be an issue with the head unit or one of the components at the input of the amp (like said before).
I got a similar problem with my system, which is innecesary complex. I have my head unit, a digital bass driver, a parametric equalizer and 2 amplifiers. Some times while driving one channel heard very low, but played cleanly. The problem sometimes corrected itself, but many times it simply appeared.
I removed DBD and the parametric eq and got good sound. Checked parametric eq and it was a bad cold solder at the inputs. Repaired and worked very well. That was like 2 years ago. Still working good.

No this amp has something wrong with it It has low output no matter what head unit is hooked up to it and it also does it on the test bench
Do you have a solder bridge between the solder pads?
The opto-couplers are generally used to drive the muting transistors 'on' and when it's removed, it allows the audio to pass.

The muting transistor is typically between the preamp circuit and the first transistors in the actual power amplifier circuit (generally the differential amplifier transistors).
Ive pulled 1 transistor at a time in this amp to see if it was the muting transistor ..
With the opto-coupler removed the amp will not produce any audio..

Not all amps have muting transistors. You can reinstall the transistors and the opto-coupler. You'll have to follow the signal to see where the signal is lost.
