CR-3020 Amp board problems

I have a nonworking CR-3020 amplifier board. I'm checking board voltages with +-b power in and no output transistors installed. Each of the driver collector voltages (TR609, 610, 616 and 617) reads approx. +- 10.0 V, when each should be below 1.0V. The Vb and Ve voltages are correct. I've pulled and tested the drivers and the other transistors on a Peak DCA75 tester and checked most of the diodes and all of the fusible resistors. I haven't pulled and tested the JFET.

Looking for suggestions to solve the problem. TIA!

I believe there’s a number of components whose failure could lead to excessive voltage between the collectors of TR 609 and TR610. Would you report DC voltages re ground of:

e,b,c of TR612
base of TR613
base and emitter of TR611
