I have technics sl-pg200a, bought it just to take cdm4/19 out of it. Also bought used Philips monokit board based on saa7310 and zc99696p which I thought should be better than mn6626 (which is used in technics). But after testing the Philips board with the mechanism I noticed that seeking between tracks is much slower than in technics and also a bit noisier. Is that normal behaviour or should I look for some issues on that board?

The Technics sl-pg200a is in my opinion one of the best budget cd players and certainly one of the most underrated (with the whole P202a/212a/272a/277a/377a/477a series, same for the PG400a/420a/440a series etc etc etc.
Are you sure about the MN6626? Wouldn't it be more like an MN6474?
If I were you, I would stick to the Technics base which is really excellent in terms of bass and voice even if a little less brilliant in the treble than other comparable models of the time (cd723 and other marantz cd XX)

MN6474 it is a dac, mn6626 is decoder or smth like this, i don't remember the processor name. Technics works fine, mostly, I added spdif output but on some CDs at the edge (last tracks) dac sometimes blinks with "no lock", it is not audible but I'm concerned. So i decided to try saa7310 which is claimed "hi-end" and has i²s output.
Just to make clear about how slow it is I recorded a video. No issues with disk loading though.

What is the origin of your philips card?

tested most of the e-caps (a lot of 33uF), esr < 2 Ohms, voltage loss <2%, capacitance more that written on them, not sure if they can cause such issues
I guess I accidentally fried something on the board, it doesn't read the disk anymore... I was testing different power supplies and once there was a voltage skew and -20v appeared instead of -10v, but the +10v was ok
it was not working because my transformer doesn't output exactly 9v AC but about 8.5v AC and in the evening voltage dropped in the gird so the output from transformer was even less than 8.5v. Connected to switching psu from dvd player and it was working again.
I also decided to connect the board to external dac via i²s and on the last tracks of the same cd noticeable audible cracks and pops appeared, what is not happening in Technics player. Maybe it is also related to slow seeking or saa7310 just requires an external filter like saa7220

Maybe a tracking problem or the spindle motor is tired/dirty/not lubricated/underpowered (delete as appropriate)
power - now it is in spec or at least really close but problems persist (even seeking is not any faster)
lubrication - checked swing arm - enough oil, moves freely, works fine in Technics (at least no audible cracks and pops)

Only one idea left - use servo board from Technics (tda8808t, tda8809t, tca0372dp2) and connnect it to saa7310 & zc99696p, but it requires some additional soldering/desoldering work...
I stumbled upon a video on YouTube showing Philips cd 380 operation, there is the same mechanism and almost same processor and seeking there is also slow and noisy, looks like this is normal operation for those processors.
