If you are struggling to find a high power resistor, consider all options.
For an HT smoother or a choke load, consider a tungsten filament or energy saver 240v. mains bulb. Or a neon.(choke load 5mA).

The energy savers are nice "soft start" devices and tolerant of overvolts. You can always use two bulbs in series if the voltage is too high.
As smoothers they do not see the full supply volts (unlike choke loads), so they may not glow visibly, or dissipate their full wattage.
Check by measure working volts drop across bulb and calculate current and thus wattage.
A 240v 60W tungsten bulb has a mains current draw of 0.25A and an impedance of about 950R (approx 1k. ESR to DC)
60W is a wodge of dissipation so check the trannys etc. are up to it.

You can even use them as smoothers in 6.3v. or 12.6v. DC filament supplies and as an extra smoothing stage to lower the output volts.
They are pretty bomb proof and cheap to replace.

My other top tip is to use old E frame mains transformer primary as a choke
Split the laminations and remove the "I" pieces. You will need a mole wrench and a light hammer for the first one.
Reassemble frame clamp, lining up the E pieces. Voila!
Around 3H choke of resistance about 200R.
Don't forget to "load" your choke filters and consider a very high voltage input buffer cap eg paper in oil, especially for fast silicon bridge rectifier.
