I have no idea, I stumbled upon this product online this morning.
A 12V off-line converter followed by a 12V->18V boost converter.
Unless the "REG" block has good insulation properties there may be a safety issue. I read their text and see no obvious correlation.

Well there write up needs a grain of salt. Actually this is totally wrong:
"Even the best quality copper wire transformers have over 15ohm. This is not ideal for audio amplification. During music playback, the demand for current fluctuates sharply with the music but the resistance from the transformer is constraining supply."
The transformer isn't even part of the circuit 90% of the time (when the diode bridge isn't conducting). The current comes from the large caps, the transformer is constraining nothing. This is PS 101.
So there either morons or liars. Probably both.
