The file is a normal PDF. It resides on Dropbox, designed for providing things to referrer requests from elsewhere. Nobody else has reported such a problem from the 200 other viewings of this file, nor from any of the dozens of other files, from single photos to entire music albums, I've made available there over the last two years. There are no indications of problems with the files or their location. True to form, your IE is complaining about what it can't do, nothing more. Firefox is being a little more helpful, telling you the proxy it is configured to go through between your computer and elsewhere was not accepting connections for rerouting. The two may have the same cause. Whatever the problem(s) may be it appears they occur somewhere between you and your entry to Dropbox. If your Firefox is not configured to use a proxy, finding out why it is reporting this may be a hint as to where the problem is. The only possible solution I can suggest from my end it to right-click on the link and try to download it rather than view it online.
