I’d like to make my own knobs for a preamp project but I’m having an impossible time finding those brass inserts.
It's not clear what exactly you're talking about. If you're looking for a sleeve that fits the pot shaft, you are highly unlikely to ever find that as a stock item, as it's a pretty specialized part for manufacturing.
You can either make something yourself (1/8" NPT Brass plumbing pipe might be a good place to start). Cut to length and then drill and tap the setscrew hole, which is easy in brass.Or, buy some cheap surplus metal knobs of relatively small diameter, then embed them in the wood or plastic knobs you're planning on making. If you have a source of surplus knobs, check them out for their brass inserts; you may be able to shatter the old bakelite bodies and free the inserts.

Thank you. That's what I needed to know.
Or contact a knob manufacturer who makes knobs using such innards and ask if you can get just the brass part in sample quantities. Tell them you want to experiment molding various shapes to it for a prototype you are designing.
And set screws are common, but you might also consider collet knobs as an alternative. If you don;t know collets, it grips the shaft like the chuck on your power drill or on a Dremel. There is a nut up under the knob cap to tighten it.
