I have been looking at projects like the boominator and similar stuff for a while and I Have built a few smaller projects as well. I'm interested in better (cost effective) battery set ups to power stuff with and I came across this

38000mAH = 38AH @ 12V is just fantasy. The best you can hope
for is 3.8AH if it takes 5 to 6 hours to charge with a 12V/1A input.
No chance of starting a cars engine 20 times fully charged,
one attempt perhaps and if your lucky two, noting such
use will kill the expected rechargeable battery life.
Perhaps they mean 20 jump starts will kill the battery.

Probably 38000mAh total capacity of cells (so @3.7V), divide by 3 for '12V' rating.

Bad specs. 38 Ahrs but which voltage? Probably the lowest, 5volts. And it looks like 1 amp is the max constant current, or 12 watts power. And do they tell you what kind of batery? Ni-cad, lead acid, what? Why not use lithium power tool batteries. They sell millions of them, they come with quick chargers, are available in various voltages and can source a lot of current.

Even with dividing by 3 the charging regime doesn't add up.
I'll say cynically the use of 38000mAH is an excuse to
misrepresent a factor of ten, as a mistake, its wrong.

There are plenty of this power packs on aliexpress. Generally there are two versions ...one closed with installed batteries and one without batteries. Mostly there are 6 or 8 3.7v with around 3000mah cells installed 8x3000mha = 24000mha (on 3.7v?)....but you can select output from 6-24v and they deliver peaks to 400a (constant delivery power is 3.5a/85w). So this is not bad idea at all, if you consider you can use it also for charging laptop, phone and you get all in one solution (charging, protection, controller...). I would rather choose version with changeable batteries and buy another set of batteries for extra play time.
