It has everything to do with the dots/pixels on your screen, if there are just as many to make a 1024 res you just get a 1024 res.
1280x768 would mean your talking about a widescreen monitor. All widescreen monitors I've seen are very expensive and high-performance, meaning that they're big and have a higher res than that.
There are no 15" 1280x1024 monitors out there. I've looked, and I can't find one. Plenty of laptop displays, but no monitors.
