Not very clear from the photo, but my money would be on one of the VHF triode / pentodes like an ECF80 or something?
It occurs to me that 'guess the tube' would make a great game to while away those long winter evenings...😀
I've never heard of a Chinese company named manfred. There is/was an English valve outfit called Mullard. Now there's a device called a hexfred but it is solid state, not a tube. Come to think of it, there once was a device called a manfredman. It was employed as a modulator for a system called an Earth Band.
Nayyyy, 'tis not a 12AT7. Although the right side unit seems to be.
The wider left section leads be to believe it is the 6GH8/6U8/6EA8/... class triode pentode. Medium mu (maybe 50, ala 12AT7 as I said) triode plus pentode (comparable to 6AU6 or so, depending).

If you could rotate the tube 90 degrees and take another picture, we can resolve whether or not that's a different type of section or whether it's the same, but there's a shield between sections.
Looking by the messy tangle in the envelope base ....Far East certainly made this one....looks like
pin 1 = anode triode
pin 6 = anode pent
pin 7 = g1/2
pin 8 = screen + poss g3,K Pent
Pin 9 = grid triode

The ECF80 is it's western twin. looking at an old 7199 it seems darned sim....however that was spudded together a bit better.

The type of this tube is 6F2 in my eye,which is a triode+pentode tube made in Shanghai,similar to the 6BL8.
Maybe I can find its data paper,but not now
