I read that too, I agree its rather misleading. I think assumed is there's some digital processor already which just needs those two chips to complete the implementation.
I had a look on Cirrus , but there are no active products available for Dolby Multichannel Decoding.
The CS493295 is discontinued since 2011.

You can buy the chip already implemented on a board over at Ali - https://www.aliexpress.com/item/1005002467091888.html. You might need some help with the Chinese info there though as its not in character form amenable to online translation.
Do you know other chips ? Because I'd like to develop a unit where I can get chips active available.
No, I haven't come across any other chips besides Cirrus for this function.
I rather suspect that if you wish to sell units (rather than just DIY one or two) then you'll need a Dolby license.
