Active Crossover excursion limiting?

I will be using either a 12" XLS or a 12" XXLS sub with a 12" Passive radiator. The design notes call for a high pass filter at 17hz to keep the excursion withing safe limits. Has anyone designed an active crossover for this before and what would I need to do to modify it for balanced connections. Do I just build two of them, then???? While I'm at it building active crossovers where can I learn how to so I can customize the low pass as well. I allready looked at the Behrenger DCX2496 and the DBX and neither can be programed for sub 20hz use.

BTW The new XXLS subs are on order to Madisound and the price seemed quite reasonable at 152 for the 12" 830844, but he said he's waiting for a possible price increase becasue the doller is going the way of the peso. I was a republican until our current administration..... Oh well...

It looks like I needs to dun do me some book lernin on active xovers.

Using the behrenger

If I set the behrenger to 20 hz it assumes that the crossover point is at 20 and being the taper at the 30-40 range and that makes a subwoofer kind of pointless since the mains will extend to 35 on their own. I also need another low pass in that same range and the two wouldn't sum to anywhere near what I need.
