I have two valve amps. Should I split the interface High and low circuits and use two 200 watt amps or not? Trouble is amps still produce all the low and high signals so the strain on amps is the same.

What you are describing is similar to the Acoustat Model Six, which uses 6 panels per speaker, 3 above and 3 below. However, that are some issues that must be considered. The Model Six uses two interfaces per speaker, with one interface driving the lower 3 panels, and the other driving the upper 3 panels. Additionally, the Model 6's interfaces use a special low frequency transformer that has a lower step-up ratio to compensate for the increased panel area.
So, I would recommend building a new frame for the six panels, and using two interfaces, with each interface driven by a separate amplifier channel. This would give you essentially two independent Model 3's, one stacked on top of the other. I see no advantage (and some disadvantages) in attempting to separate the high and low frequency circuits.
This still leaves the question of bass equalization. You should use the yellow low-frequency tap on both interfaces, which will provide the least amount of bass boost. Still, you may end up with a little more bass than you want. Hard to say for sure, as this will depend on your taste, room, etc. But, since the Spectra 22's don't have spectacular bass extension, this might not be a bad thing after all.
