Sometimes I need to use an Android device such as an Android smartphone or Android Mini-PC, as the source for an amplifier.

apparently the answer is simple (and familiar from the desktop environment):

It has a 10 band equalizer, and it works wonderful.

it seems that foobar2000 indeed has an app for Android:

But from the screenshots there, there is no mentioning of an Equalizer for some reason..

I have tried many for Android and found Deadbeef really sounded better. https://play.google.com/store/apps/details?id=org.deadbeef.android&hl=en it also doesn't try to render movies or look like a videogame. it just plays music and does it well. A version is also available for Linux.
Google Play Store has many music related apps to choose from. A lot of folks these days including me found the best music player apps for Android phone there.
