sorry if I am wrong, the circuit bypass current regulator for 78xx ..
Can it be used on 79xx?
What type of transistor that can be used on 79xx regulator?pnp like that or npn?!?

Of course. Use a complementary transistor. Trace the current and you'll see. You really should at least understand the working of a transistor when trying to build this.
And make sure that capacitors are the right polarity.
