3-leaded russian PIO caps

Does anyone know the use and wiring for the three leaded Russian PIO caps on EBAY. I know what to do with a filter-type cap that has a shared common lead (ground it) - but I guess I am too stupid to figure out a use for the lower value caps like .1uf?? Could these be used to as "mixer" coupling caps to merge like a reverb section signal with a dry signal?? Or even stranger perhaps a "splitter". Can someone think of a more clever use?? Thx.

There is nothing in particular in those capacitors besides having two caps in one case. Common terminal is tied to the case.
Datasheet states Paper low voltage low frequency capacitors.

The problem with KY40's&42's has been the ungrounded metal case, it tends to pick up interference from other components and can lead to oscillations. Being able to ground the case with a lead is much nicer than trying to solder a wire to it.
