Hello i would like to buy a peerless xls.

heres a guy who made one,powered it with 350watts
if i make a bigger box..to acheive a slight peak at 30hz ish..
(no eq needed)
B]with 100watt compared to 350watt il only have approximately 3.5db less sound ! is that completely true![/B]
in his living room he gets somthing like 117db measured at 30hz
113.5db is plenty enough for me
i know all about the double power =3db rule,and i know the room has a big effect.
currently im running a small sub on 20watt (its 94db/1watt)
im slightly concerned about the lack of efficiency in many subs.
(but this sub is sort of ok but i need more)
i can pay 330$ for a peerless12 or 580$ for a 15inch pro driver in 200litre box..a shiva for 375$ in ported box..
i dont have many other options

not really, its more like 5.4 dB ( 10 * log ( 350 / 100 ) )

But at what distance, using which measurement equipment, were they properly calibrated, at what power input, at what distortion levels, how good is the anechoic room (in the case of freeair measurements) and so on... Without these details, the quoted measurements are questionable.
IMO, A Shiva is better -- it has better bass extension, has more output for the same power input and costs less ('cause inexpensive ports could be used instead of costly passive radiators).
