I hooked up my 1000W setup (M47 ballast, capacitor and sylvania bulb), but it doesn't always ignite or takes several minutes. Is this typical? I noticed the discharge resistor on the capacitor was broken off. It was a 750k ohm, so I replaced it. Does it always need to be connected? Thanks for any insight.

Yup....10 AMPS!!!
That monster has to be on it's own line. Most lines are run at 15 or 20 amps. In the home... 15 is more common. So make sure there is NOTHING else plugged in on the same line.
A computer with a 350 or 400 watt power supply would set you over the limit.

Yup several minutes from flick of the switch to full light, want an even worse kick in the pants? Flick it off then back on again....sometimes known to blow lamps or at least take even longer to fire to full intensity.
