My Cambridge Audio Azur 640H won’t start. It gets stuck on the startup screen. I can hear the hard drive spinning up and a fan humming slightly, but nothing else happens. When I connect it to a TV, it shows a blue screen with a black bar at the top—no text. TV output shown in the attachment. Could the hard drive be broken, or is something else wrong?

Remove the cover and inspect the unit. Look for swollen power supply caps.... post well-lit, in-focus pics.
To my eye all caps are fine. No swollen caps, leaks or burned ones. I found two red jumpers lying there loose, I guess they detached whe I took off one of the circuit boards. I guess they are in right place now. Changed the motherboard battery too. No change. It is still frozen.

Make sure the RAM is okay. Can you escape to BIOS after powering up? If yes, there might be a self-diagnostic option...
I'd look for typical voltage readings around the motherboard / IDE HDD.

Is that 20 yrs old PATA HDD with fragile FAT16 and FAT32 filesystems OK? It should be easy to check e.g. with PATA-SATA adapter of PATA-USB adapter, both for a few dollars from aliexpress.
