I don't know the context (which amplifier, board etc) but any amplifier based in any technology will need a minimum voltage to properly work and always have a maximum voltage to not exceed componets maximum voltage, current and power.
So, that's why you see a min/max range.
If the designer is serious about the specs, any voltage within the range will work fine.
In general, more voltage will give you more power.
Since AC voltage varies with mains voltage, try to choose the nominal voltage in the middle.
In my country, for example, the mains range for the nominal 127VAC is from 116VAC to 133VAC.

for now it's just an idea seeing various hybrid amplifier boards. looking better at who shows how to connect it you notice that they prefer a 220V 50hz -> 18V output to the amp.

Taking my country allowed variation, 220V nominal can go from 201 to 231.
If you choose a transformer with specs 220V to 18V nominal, the output would be from 16.4V to 18.9, so still with a good margin to low and to high.
