Hello, my question is what is the part number of those ICs (IC1, IC9), they are shorted and the 4.7 resistor (R99) is open, could someone guide me to put a replacement? Thanks TARAMPS 8000.1

I can't read the code on IC1. It seems the device has suffered from moist/water. You will have to clean the PCB with isopropyl alcohol 99% carefully first as oxidation can form conductive paths.
