I'd assume the manufacturer indicates the exp date for a reason, but I've been using a spool much older than 3 years and never noticed anything odd, so can't really say if it's true or not...

RE the expiry date - I googled a bit, and the manufacturers generally say that "expired" solder does not necessarily equal "unusable"; e.g. from Kester:
Kester does not imply an automatic loss of solder product functionality after the lapse of the Warranty Period. Customers should perform tests to insure solder suitability for their specific applications and storage conditions after the Warranty Period.
