You can test the OT in circuit. Both OT should measure alike.
Connect an ohm meter across the secondary. Should be an ohm or so, but not zero.
To test primary, connect ohm meter from CT to either end. Should be open.
Then test all three ends of the primary winding to ground with ohm meter. Should be open.
Have you tested the tubes? Much more likely to be a tube or capacitor problem than the OT.

there was smoke coming out from cicuit board - i then sent it for repair
Test the OT yourself.
Compare the two.
The 000 measurement means nothing unless done properly with accurate equipment.

The sad reality is it's probably not worth the cost to replace the OPT, if it is indeed dead. These amps were built with the cheapest parts available. Given it's age, who knows what will fail next. I'd say you've done well to get 15 years out of it with no problems.there was smoke coming out from cicuit board - i then sent it for repair

To test a transformer or for that matter any component with an ohm meter you need to disconnect it from the circuit, are you disconnecting it from the circuit ?
