What could cause F4 to keep blowing? PT orange secondary seem okay with 2.8 ohms resistance end to end.

Just installed another fuse and it is working now. I wonder if I have a cheap batch of fuses, Got them on eBay and they are made in China.
But then, did an in circuit check on C48 (1000/50V) and see a large Vloss of 26%. Seeing just over 25 VDC at CR15 cathode.

The CR15 rectifier is powered from the center tap, so you would expect that.
Note that C48 is a 35V rated capacitor, so you would not expect more than 25V or so on it regardless.
