so needs cleaning to see the top.
Bottom damage is fixable with bridges.

then yes find original fault.

These old Orions have a problem with leaking electrolyte. It likely saturated the board and conducted between layers. I'm no fan of blindly replacing electrolytic caps but these caps, at this age often need to be replaced throughout the amp.
You will need to remove the cap and 100% of the contaminated/carbonized fiberglass.
For all electrolytic caps that you replace, you need to use acetone and cotton swabs and a toothbrush to remove the electrolyte before replacing the caps.
