It is a sad fact that our hearing deteriorates with age. Due to a tumour on my auditory nerve, hearing , both loudness and frequency response, on my Left side is worse than the Right .
I bought two three band tone control kits, so that the frequency response and volume could be varied independently. The conclusion was that the only variable needed was the balance between L & R. The output from the tone control fed a 1 Watt Class A headphone amp.
Various headphones were tried: An expensive (£120) over ear : a 50 year old pair of Pioneer on ear: a pair of ex Sony Walkman phones, but best of all were a pair of Philips ear buds, followed a close second by the Pioneers.
Would like to " hear" from others in a similar situation.

It is disheartening when you have this great equipment and can’t enjoy it to it fullest. Some times the tinnitus is so bad I just have to turn off the music completely, others it is more of an issue with left right balance and I just ignore it. Still better than listening to crappy audio.

I am learning to tune my system best as I can to my hearing. Yes, a balance control may be of help, but here is an additional idea at least for tube equipment of the right makeup. Let's say that there is more high frequency loss in your right ear. If the situation allows, a different tube compliment may just help out. Possibly speaker placement at least as far as toe in also may be of help. With the headphone situation, I think that you have a good idea going, as long as your eq allows for separate right and left adjustment.
