How can you have rail-rail oscillation with no outputs in the amp?

U make a good point. my scope was set to ac for some reason so it looked like rail to rail, my mistake. are the relays part of the ps or the output section. in my mind it seems to be a part of the ps.
So, essentially no voltage on either coil terminal? Are you sure?

I don't know what I was measuring yesterday but today on one side I have the input voltage of 12vdc and on the other side of the relay I have 10.8vdc
