I have walked on water a few times in the creek in my backyard or in the creek at the park. The water is very shallow (half an inch or less) in several places and you can position the walker and camera such that the sun's glare makes the rocky bottom invisible and the ripples bigger.
Old school method was to use a glass or shiny surface for the "floor" and put a few mm of water on top of it for the effect. Again, camera angle and distance from the walker is the key.
New school, CGI.
