Sica 5.5 h 1.5 cp. This is the quality of Italian speakers today, why do this at all?

That is some poor quality, looks almost a joke, secondhand driver from hurricane survival pile? Have you talked to the seller for replacement? Are the detail images from same specimen or from both? Left one looks a lot cleaner on the photo where there is two drivers. Hopefully they solve it and you get new driver if you paid for new drivers.
 
I wouldn't be too concerned about a slightly off center screw hole as this could well be within tolerance for the construction process.

The magnet chipping and scuffs on the basket are another thing entirely though. These look like shipping damage and nothing to do with Sica, as per say. Obviously they could package them better but there's only so much you can do when an object weighs a lot and then a couriers favourite method of moving packages is to throw them around. Ceramic magnets are very brittle and easy to chip/damage.

How did the boxes look that they were shipped in?
 
The difference in voice coil position seems the biggest issue to me. Only a Bl/x-plot and a Cms measurement will tell if the differences could be tolerable. Given the clear differences (more than a few mm?) TLHP should deliver the proof they are.
